Extra Tool Bar?

I was watching the Developers stream the other day and he had a vertical toolbar for all of his space-ship pets. He even clicked all of them to display them all after he was done with an STF.

I don't want to use it for space-pets, but does anyone know how to turn on the extra toolbar(s)?

And I don't mean the 2nd and 3rd row above the first one. This was a separate toolbar from the standard one, and it was vertical, about 10 boxes.

Press escape, click "rearrange HUD," and on the green box for your default toolbar there's a "New" button to enable the vertical set. You can expand that to I believe 3 bars if you manage to have enough things to need it.
