That outfit is one of Q's most iconic, and since STO has many players who are not really Trek fans or may only be casual watchers, they needed something to make Q identifiably Q.
They could have made Q Jr. an amalgam of JDL and Suzie Plakson (the actress who played Mama Q). Since the end result would not technically be the likeness of either one, royalties would not be an issue.
Q Jr. is bad enough. I'm just glad they didn't add a Jimmy T. Kirk Jr some other crappy offspring to 2409.

Marvel had the X-babies. Henson and some studio execs gave us Muppet Babies.
Maybe to revitalize the fanbase CBS could be convinced to do...

That just seems really odd, I mean, that you can own "rights" to physical traits. I mean, there's a lot of people who look like celebrities. Why couldn't you just say it was designed around somebody who looked like the actor?
For that matter, what if a random character they created happened to look a lot like me? Would I have a good case for a suit against Cryptic?
It's like that Wilford Brimley actor. He sued a guy once because his name happened to be Wilford Brimley also. It's just plain stupid. The band "Eagles" once sued an author for writing a book about birds called "The Eagles". Haha! Like they were around before the birds?
And a man recently sued the Dominican Republic because it rained while he was there on holiday.
