[Suggestion]BOff Advancement Training

So, say you want a bridge officer with more advanced traits, but you don't want to lose (discharge) or suspend (+BOff slots from C-Store) the ones that you're already using. Maybe you've spent a lot of resources fine-tuning their skills, maybe you want to keep him/her for roleplay reasons, or maybe you just like the personality and/or looks. So how do you keep your familiar bridge crew without having a white or green BOff taking space that could be used for a Blue or Purple? Here's my suggestion on how to do this.
Add the following three items to the C-Store under Personnel:
Could be redeemed at BOff requisitions (or maybe a new contact) on ESD/FC/NRC to "upgrade" one of your officers to the next rarity up. Training I would be used for upgrading Common to Uncommon, Training II would be used for Uncommon to Rare, and Training III for Rare to Very Rare. Rank, Skills, Appearance, and any equipped Gear would be completely unaffected.
At the same time, there would be some amount of trait upgrading/swapping in order to bring traits up to par with the "destination" rarity, as defined here. For Training I, you would choose a Basic trait to upgrade to Standard. For Training II, you would choose a Standard trait to either upgrade to Superior or trade in for a Space trait. For Training III, the remaining Basic trait would automatically be upgraded to Standard; then you would be able to upgrade a Standard trait to Superior, or trade a Standard in for a Space trait if the officer doesn't already have one. (Remember: According to the linked chart, no BOff can have more than one space trait.)
Obviously, Very Rare BOffs are as high as you can get, so they cannot be upgraded. Other than that, the only limitation I can think of is that Officer Advancement probably wouldn't work for most non-standard BOffs (C-Store, Jem'Hadar, Photonic, etc.) There again, it's because they are, in most cases, already Very Rare.
