Is the Raider rear atk buff too high?

Was just thinking on my Romulan Fleet Dhelan I can easily get 16-18k crits with DHC as is
(And thats with cheap Purple Voth AP DHC with 2% crit, and only 50% severity, Also only had X5 Green AP tact consoles...Now if I was using 70% severity with X5 fleet tact consoles I could see easily getting that up to 25-30k, this was with Alpha pattern +Omega pattern 1+fire on my mark)
So lets take a fully geared player after fleets start unlocking spire tact consoles, 33% of a 20-30k crit is another 6-9k per crit -.- idk that just seems like a lot...given the breen ship is the only one with 33%, no Cloak, and 1 less rear weapon slot to somewhat make up for it, I still see a lot of players who focus on burst dmg using it.
(Romulan captains may still be better off using Rom ships for the + dmg when uncloaking)
