Holo Emitter mechanics and the exchange?

The ship holo emitters from the GPL stores can be found on the exchange as well... do people actually post their depleted emitters there to try and make some money out of poor fools who buy them or does trading the emitter actually recharge it?

So you bought one, it was already used, so you put it back on the exchange to resell to another unsuspecting player?
