There are greater lockbox ships, and there are lesser lockbox ships, but unless you are trying to take a tuffli into a pvp match, or demanding that a jem hadar attack ship open up their airlocks so you can conduct discounted business with the ferengi inside, I don't think there are any particularly bad lock box ships. Cryptic wants your moneh, and they are not dumb about it :P

I went for a smoke, but I was coming back to elaborate on the Varanus and Ha'nom.
First the Varanus, since you didn't ask about it. :P
Compare it to the Fleet Deep Space, eh? Outside of crew, all the stats are the same except one. Shield Mod. Varanus has 1.32 compared to the DSSV's 1.43...like, wtf?
The Ha'nom is more complicated. It's along the lines of why I would have had the Vo'Quv as 6th.

And let's not forget that in most of its defensive-related stats, the Fleet Aquarius is actually crunchier than a BoP. 2k more hull than the Fleet Hoh'sus, 4 eng consoles, and higher shield mod. The only area where the Aquarius loses out is the impulse mod, which is .15. That's probably the reason nobody flies it, it's a light escort that has cruiser speed. No idea what Cryptic was thinking when they released it. Of course the Feddies weren't going to use it, they probably wouldn't use it even if it had an escort impulse mod. Despite all their whining about cloaks, they don't hesitate to use them on their Rom-Feds and their Defiants/Avengers.

qin- sorta like the galaxy class of escorts. bad pivot point, below average turn, station setup unpopular but not to bad since doffs, like the defiant, just 4 tac consoles, real bad shield mod, normal cloaks are pretty meh
galaxy X- joke tac cruiser, joke lance, no fleet version
aquarius- bop stats with no battleclaok and only a universal LT and ens. literally a joke ship thats supposed to suck, still not even in the top 3 of suck
hap'ax- just a pointless ship. like the ody, stuck with a tac ens, proboly the least useful for that type of ships. warbirds that arent escort like and mostly just bliping basically suck, for raw tanking that 40 power is missed. they cant really do anything dangerous out of cloak, and cloaking in combat is always dangerous. i dont know, the concept of a cruiser war bird just doesn't jive at all. the d'deridex is better, with LTC tac and sci it can actually be a dangerous ship.

Normally that could work.. but I think there are more then 5 Romulan ships to qualify for a catagory of 5 worst ships.

The worst ships of Fleet or Lockbox quality from just the PvP standpoint...
1: Tuffi Freighter (Seriously just a terrible ship, asside from changing ships in Sector the D'kora is just a better option.)
2: Cell Ship (Very similar to the Tuffi with a slightly better turn rate. Once again asside form the Discount Commodities the D'Kora is better for the same purpose.)
3: Fleet Galaxy Retrofit (We call it a Failaxy for a reason.)
4: Fleet Aquarius Destroyer (When Starfleet started to make ships out of Tin Foil and Coat Hangers, the Klingon Empire celebrated Victory Day.)
5: Fleet Atrox (While the Kitty Carrier is not a useless ship, it still has not enough quality in the intended area of operation. Seeing as it still takes close to a week to turn around, and the firepower from its custom pets is laughable to say the least. Just not a good Carrier.)
Honorable Mention: Galaxy X Dreadnought (The one with Suacer Serperation that also includes a Fleet Variant. Coming July of 2410.)
Edit: Seriously, the Devs have been trolling us with the Galaxy X Saucer Seperation for a few years now... That is a Pro Troll, 10 out of 10, would rage again.

The Aquarius is a joke of a ship, you just compared it to a BoP with "2K more" hull and managed to completely forget the existence of battle cloak or universal CMD/LTC?
The reason why no one flies it is because it is awful.

The Fleet Aquarius, the Fleet Galaxy-R, and the Fleet Varanus..
Are there really just that many ships after that qualify? Nothing that just screams "Horribad" more then those three? I mean I've seen mentions of the Hap'ax, The Fleet Ha'nomnomnom, The Fleet Negh'var, The Fleet Atrox, As well as the Galaxy-X.
Even mentions of the Fleet Kar'fi, and the Vor'quv..

It has the BOFF layout of the Fed RSV, with Singularity powers, Battlecloak and can use DHCs.
While the BOFF layout is a bit outdated, and the model is HUMONGOSTUPID, I think we'd be hard-pressed to classify this ship as "worst".

I can think of at least 5 ships that are the most outclassed now by newer stuff.
