Charal or Kumari
Excelsior (lakota variant)
SCIMITARRRR!!! (i'm sub admiral I, i won't make it i'm afraid till 2 December )
What must i do
Excelsior (lakota variant) it's multi useful and fun to fly .
If not you can always go for the Charal , Kumari and scimitar if you are a dps cannon freak .
vesta sounds always cool. new. fancy. however check carefully which one of the 3 you like the most, they are different in console layout. also which console "perk" will you like. still good formidable multipurpose ship.
bigest plus - its already fleet grade ship.
i wouldn't buy vesta only because its a pet ship. all pet ships annoy me more then i can handle. that reason why i don't fly armitage anymore.
tend to be glass-cannon. also may be 3er pack with all the consoles would be better choice, 2er set gives +10% accuracy unsure how good 3er set will work.

my problem with andorian ships - they are made for phasers, which i don't like.

scimitar can use only romulan character afaik. you question was about fed character.
my personal suggestion for you would be either defiant or prometheus. sure, they pretty old.
however fleet version of them have 5 tac consoles, which is very good. so only few ships can match the raw firepower. for me 5th tac console means much more then some stupid pets flying around doing nothing useful.
defiant can cloak, which is very rare on fed side.
prometheus can use gravity well and therefore number one ship for "no win scenario".
that's why i regret that i have bought armitage, i should have bought prometheus...
however that's require access to a good fleet. if you don't - good luck finding one.
also another and very good alternative would be blockade runner. escort with cruiser-like survivability. hell of a tank. fleet grade 10 console ship out of the box.
Andorian 3-pack if you want the best PVE DPS in the game for your tac officer. Vesta if you just want to TRIBBLE around, everything else just for the consoles... otherwise you need fleet variants which will cost you much much more.
It's hardly a new ship, but I'd go with an Excelsior Retrofit if you don't already have it, seems to suit both tac-minded AND eng-minded characters (for some reason, doesn't work quite as well with a sci in the command chair, lol), not to mention, if you want to step up to the Fleet Excel, this would reduce your module cost from 4 (or 5, I forget), to 1.

This is damn hard... Why can't Cryptic make all-round ships?? A ship that you can use if you configure it right to be a engineer ship, or science ship or tactical ship.. (that you can drag your science slots to engineering or tactical)
The thing is, The kumari is a great ship but somehow its less than my armitage.. (it has four forward and three aft and the K. has five front and two aft). The rest is identical.
The Avenger is for me too expensive..
The only ship that can get my 2500zen is the scimitar.. But its romulan
I wish Cryptic would let us use machines from other factions. I mean, seriously, the Birds of Prey would be PERFECT for your style.
ANYWAY:
If you want the Scimitar, go ahead and get it - just because you're not fully leveled shouldn't prevent you from at least PURCHASING it, should it? (I never tried)
For my suggestion, I'd go with the Multi-Vector Advanced Escortr - it's a solid Tac/Sci unit, you can separate into three pieces for even more attack power and it's another unit that can be Fleet bought.
Even more, the Console that allows the MVAE to separate? It can be used on the Fleet Advanced Escort, the regular Advanced Escort AND the Mirror Patrol Escort!

i've checked it myself, scimitar is OFF LIMITS for fed character, regardless of level.

Strongest Cruiser: Avenger I think.... (although I'm running a Tac Ody and I'm very happy with it)
The best mix of both offers the Avenger at the moment.
