I just hit t5 Romulan rep and was looking into these sets and surprised that opinions seem to be universally negative. The stats on the engines and shields don't look that bad (imo better than their borg counterparts) and ok sure the deflector is terrible combining graviton generators and subspace decompiler - two skills almost nobody uses together - but it still doesn't strike me as stay away awful with the set bonuses taken into account. So what am I missing?
The deflectors don't really help anything. The set bonuses are extremely specific. The shields don't have special abilities or damage resistances. If they were sets dropped during missions like the Jem Hadar or Breen sets then they might be good leveling gear, but mediocre quality at the same price as top-end Omega-Rep stuff? Huge waste of dil.
But STO is very much a game of stats, 'x vs y' kind of stuff. If any equipment isn't comparable enough to older stuff, most people will ignore it. While on one end we still have much older equipment that is still worth getting, the new stuff is usually ignored more often because people look at it and say 'why bother getting this new stuff, when my old stuff is already fine?'
So a lot of folks look at the Romulan sets, consider them not worthwhile enough to the STF sets (which was the main comparison we had back when we had only two reps, anything other sets were gotten outside of rep).
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.

Well if you want to run the best beam plasma build you can't do that without the Romulan Singularity Harness set from the Romulan reputation. This set is pure gold for PvE.

I can't say about remen but the only romulan 2 pcs set gives speed to plasma torpedo. The engine is good for attack patterns while the deflector is only good for tractor repulsors/beams

All strong opinions you'll encounter about the quality of gear comes from two places: PvPers and those for who e-peen is important.
The PvPers are worth listening to if you plan to hang with them. Those tiny advantages make a huge difference in keybind land and you're going to need what they're using for their "I Win" device.
The e-peen people? I guess that's up to you if you want to join them.
I've found that you can do everything the game throws at you with what you get during normal play. (No idea about the new zone since I don't do PUGs so maybe that has changed) So in that case it comes down to what special effect you want your ship to have while orbiting DS9.
I have no problems in elite stfs or the spire (havent done breach yet) with the reman set on my fleet Mogai, the covariant capacitor works nicely.

Looks promising from the feedback, guess I'll be grinding the Romulan marks to test it since I'm using high yield with the Romulan plasma torpedoes now. If only the deflector had more useful stats and the 2pc bonus affected all destructible torpedoes...
I have never paid enough attention to tell you how much stacking i have been getting, but unless certain borg attacks or the large voth ship focus on me, i dont really have to constantly heal my shields. I have not tried to compare them to the elite fleet covariant shields that i hear are really the best.

Just because it requires T5 rep, does not necessarily mean it is an endgame set. Even devs have said that the Nukara and Romulan sets are not of the same level as Omega...
There are two ways I look at this stuff, one is to look at the individual pieces, the other is to look at the set bonuses.
The pieces tend to be very niche or just bad in some cases. The deflectors have a lot of graviton gens and decompiler (duration), which makes them good for tractor beam hold but not much else (the are not even good for TB damage). The engines look very good for speed and turning, and have some good skill bonuses (attack patterns vs defense) and may be competitive with Omega engines for overall performance in the right setup. The shields are very plain with no compelling attribute at all.
As for set bonuses, the 2-piece gives your High Yield plasma torps better speed and defense (harder to shoot down), but you can only use high-yield BOFF ability every 30 seconds, so it is really just irrelevant for the most part. Meanwhile the 3-piece has a 10% chance to buff your shield capacity, but the starting value is fiarly low and you would need a whole lot of buffs just to get the same capacity as you would get from a MACO shield to start with and once that happened you would still be better off with the MACO shield because of the secondary attributes.
So basically the individual pieces are mostly just weird and the set bonuses are junk. The engines are the only thing that is close to being competitive with other end-game items, and those might be useful in combination with some other gear for specific tailored builds, but thats all.

I use both romulan 2 pc sets when using plasma burn builds. The 2 piece adapted maco/honor guard set might be better though as it gives raw damage boost to all torps rather then just the speed and hp bonus only to heavy plasma torps, but I still want to get some use out of the Romulan rep sets.

Speaking as someone who will purposefully use sets and items to represent a theme, or maintain canon, I cant think of any reason I would use either of the Romulan and Reman space sets, and I really, really want to. My romulan uses Romulan Disruptors both in space and on ground, plasma torpedos, it is in all respects a Romulan. I put phaser beams on my fed ships that dont look like they would fire cannons, etc. - I will design a build to revolve around a single item or set just to play in Style. - I will simply not use these terrible sets.
the Only thing these sets have that make them interesting is the torpedo speed mod, but the adapted khg/khg set with 25% more damage is So much better, and the set has modifiers that are clearly for cloakers.

Someone got it right. Although you can drop the torpedo for PvE content if you're a beam boat. And of course use Rom Plasma beams with the experimental.
I use the 2 PC Romulan set w/ an Elite Fleet shield. While I agree with the other posters the deflector and engine stats aren't setting the world on fire, in my build (super tanky FHEC w/ Omega and Hyper ROM torps), the 2 PC bonus is indespensible. I'm generally pretty competitive in PvP and near immortal in PvE w/ that defense bonus.

Power Creep is not a problem for NPC's. They get their rears handed to them from everything. Power Creep is an issue in PvP where your ship would be torn to pieces by a fully tricked out vessel with a competent captain.

That'd probably explain why it's an issue I simply don't understand. PvP is broken on very basic and fundamental levels, and has been that way since launch -- so to complain about power creep in PvP is just a foreign idea to me since the system was already broken before this was even an issue. I simply assumed 'power creep' meant the entirety of the game, including PvE content.
