Elite Dyson space queues (Breach, Storming the Spire): Not intended to drop VCIs?

At present the Elite versions of Storming the Spire and Breach are not providing Voth Cybernetic Implants on completion. As these are required to attain any of the Dyson rep set items, is it your intention Cryptic that players have to go into the ground battlezone to acquire the currency necessary for space gear?

    you sure? I got 5 VCI's from spire elites.

    Actually..there have been several spire/breaches where I have not gotten any implants and some where I have (all elites, mind)... I thought they were a random roll, to be honest but it seems not

    ..is it possible the we are getting dropped into normals despite choosing (and getting the 'join elite' window) elite?
