For the love of god bring Q back. At least have him accessible to peeps who already have level 50's. I mean this would be soooooo bad if there weren't any ground missions. I just started the game right around the time Q started. I level my main to 50 without using him because I wanted to experience the game and learn it as it goes not power level through it. Then I use Q for like 5 hours last night to get an engineer to 23. Please bring Q back, I want to play the game but I don't want to level a character all the way back up to 50 by doing ground missions.

Doff missions, mirror universe event, system patrol missions, Episode story missions. Though if you just want speed, doing the mirror event and system patrol missions are probably some of the faster non-doff leveling things.
Why would you think you would have to do ground missions to level?
Mid-Power leveling can be done without the boost.
1. Always do Mirror Invasion if you can when the event is up.
2. Always do a daily Foundry Farm Mission (Skill, Expertise, loot)
3. Run as many Doff missions as you can each day. (Skill, Expertise, CXP)
4. Send your leveling toon Contraband and do the turn in mission every 4 hours. (Skill, plus Expertise, plus CXP, plus refined dil)
5. 20 man fleet missions. The Big Dig, Mine Trap, Crystaline Entity, and the 20 man Starbase Blockade.
(20 man will lower your individual requirements without causing a huge hit to the whole group running the instances).
Following the above, running 1-2 hours a day, you can level your toon from 1 - 50 in less than a week.
I am sure that there are others who could offer ways of power leveling a toon in 1-2 days, but not everyone has that kind of time to dedicate to playing.

If you mean Q as an XP boost, then every few months or so? If I remember right it is at least less frequently than Lockbox changes.
If you mean Q at all, he should be back for the winter wonderland holiday event at the beginning of December.
