all ensign ranked Boffs are showing cadet rank

On tribble last night i noticed all my boffs on my established fed character that were ensigns were showing as cadets, except for Flores i picked up from Starfleet academy.

So i went to promote one from cadet to Lieutenant (this boff and all others were ensigns before)
