Are kicking my butt lately.
I've got my ship set up halfway decent ( I think) and my character is lvl 50. (Federation Tactical with the Advanced Escort geared up with plasma torps, 2 phaser heavy dual cannons, phaser beam array and plasma mines and the appropriate consoles)
Maybe it's just bad luck, but I've not been able to complete a single Fleet Mark PVE in about 2 weeks.
Not trying everyday, but at least 3 times a week.
Still getting marks, but not as many as I want.

That's not anywhere near an optimum build and is a little unfocused, imo. Apart from fitting one Dual Beam Bank on what is otherwise a cannon boat, it's normally not a good idea to use Beams & Dual / Dual Heavy Cannons at the same time on an Escort, because they're buffed by different tactical skills (ie. Cannon Rapid Fire doesn't boost the damage from the Beam Array).
A good, straightforward weapon loadout for an Escort is:

In the other thread, I discussed how the use boff set-ups to mitigate the disadvantages of the default equipment that comes on the ships. Specifically, I gave an example of setting the boff abilities on a tac flying the series of escorts gained while leveling without changing the equipment. If you are flying with mixed weapons types, it would be best to have your tac boffs use tac team and the various patterns so that all your weapons benefit rather than just a few. With the weapon loadout you described, I would do something like this:
Eng - For more damage, have an engineer set up for Emergency Power to Weapons 1 and 2. For tank, do Emergency Power to Shield 1 and 2. I tend to focus on tank, for the simple reason is that for every second I am out of the fight for a respawn or to get out of range to heal, thats one less second I am not doing damage.
Sci - Hazard Emitters, Polarize hull, Transfer Shield Strength.
3x Phaser Dual Heavy Cannons
1x Quantum Torpedo Launcher
3x Phaser Turrets
3x Phaser Relays (or Distributed Energy Manifolds) and 1 Quantum console
or go to the exchange and buy WHITE versions of the above (or any other damage type, as long as its the same. Plasma would be great). You will probably find the cheapest prices on tetryon stuff, since it has the least desirable proc. In the previous thread, you said you were poor; these are the two cheapest ways to improve your ship.
Once you get your cannon set up, change out your tac boffs. Have a set of tac boffs that will enable you to have either 2x Cannon rapid Fire 1 and 2, 2x Cannon Spread Fire 1 and 2 or one of each. I generally just default to rapid fire, but spread fire is better when facing groups of enemies.
Escort builds for damage are pretty cookie cutter. Read how to set up your escort here http://hilbertguide.com/#PvEscort, follow the advice and you will be fine.

Use your favorite space set... the borg set can give you more energy to your subsystems and resistance thanks to the passive abilities (also the assimilated tractor beam is good), but feel free to use a different set or simply a different shield (ex. borg engine and deflector plus maco shield).
if you choose plasma weapons, you can increase your damage and resistance using fleet emitter array with [pla] [-th]. A fleet elite warp core with [amp] can increase your damage.
And do not forget some universal consoles to increase your critical hit and severity (try and find a balance)...

It's actually, not necessarily a bad build, just not a good one. However, how are you flying that ship? Are you constantly picking fights with 2 or more ships (especially heavies)? Are you sticking around constantly in weapons range? I've pretty much found that most of the time, with a adv escort, patrol escort, and their mirror cousins, you have to do hit and run attacks, and if you start to get gangbanged by more than one ship, get out of dodge for a few seconds, OR at least have a Jam sensor skill slotted, so you can get one to stop hammering you for a few. Also, keep your speed at least to half, or higher, as the faster you go (to a point), the more likely the enemy is going to miss, and, I believe, will also reduce the chances of the enemy critically hitting you.
One more note, if you have more than one torp on a facing, you're pretty much wasting a slot, unless one is a long-recharge time, and the other (like quantum, photon, or chroniton) is a short recharge time. If both are short, then you're just going to be fighting the cooldowns on the launchers, and probably end up just using one anyway.
One last note, escorts, for the most part, aren't capable of handling a ton of damage. So you need to play to it's strengths, strafing attacks, keep your speed up, and keep at least one tac team skill handy. Also, granted, you automatically get evasive skill, to burn through tractoring. But if you've just had that expire, and you're tractored again, that's quite a time you will be a sitting duck. So get another "hold debuff" type skill, such as Attack pattern Omega, Polarize Hull, or other such skill (I think there's one or two others). Also, if you have the Risian 'vette, that wake console, will also burn you through a tractor rather nicely. And Jam Sensor skill, if successful, will also make the enemy shut down their tractor on you, the second they switch targets. Just something I've noticed since I started using that skill.
Anyway, good luck, have fun, and most importantly, enjoy yourself!

I could get better dps out of a pure cannon build but frankly half the importance to me is the look and sound. I just wish there were Retro-Phasers for all the weapon types.
Make sure, such as with the Crystalline Entity, that you don't play Elite until you are. I've done a couple Crystalline entity battles where I swore it was the Elite and not the basic that I had queued for, but there are reasons for that.
The most important: learn all your ships quirks, how it steers best, and pay attention to and learn from the ways you die.
Try different builds, play around until you find what you like. It is a game. Practice with your builds in episodes, scouting systems, or the sector battle zones, that way you don't hurt a pick up team by not knowing your capabilities beforehand.

What we should understand is that dps is not only depending on your weapon, skill, boffs ability, but also your timing (ex never cast an APA if you are not ready to use it), your team, how you fly... the best escort captain is the one who do not waste time finding a new target. destroy your current target and fly fast to the next...

he meant "handling a ton of damage" as in RECEIVING it. which is pretty true, Most escorts sacrifice survivability for their Damage dealing. if yoru team doesnt help out with throwing around heals and such, escorts will likely blow up a lot unless there happens to be a threat control cruiser Tank on the team. (I mean +th] embassy consoles, specced in threat control using the draw fire cruiser command)
because like you said, escorts put out a lot of DPS, which translates to a ****ton of threat. which means for an average player, they might TRIBBLE themselves over and draw too much aggro.

sorry for my misunderstanding. What you say is absolutelly true... to have a lot of dps you have so sacrifice something.... tipically survuvability. I tell more (to help player with less experience than you), it's not only because of threat generation but also because a high dps build sacrifice sci and eng console slots to put items that increase critical hit and critical severity... expecially if you do not use plasma weapons.
However, in pve it's not a great loss. When you have great dps you do not need to tank for a long time... EPtS, TSS, the nimbus pirate distress call, the prototipe ablative jevonite hardpoint, deuterium surplus, some reputation abilities give you enough to tank for a while or a fast way to escape. But first of all, if your team is good enough you do not need to tank because enemies are quickly destroyed.

As for why it's only become a problem in the last couple of weeks, maybe you were just luckier with the PuGs you were with before.
