Had an idea based on the upcoming Sphere rep stuff:
The one disappointment I had with the starbase construction and all was that there was no actual "construction" involved. In fact there was no action at all, just dump a huge amount of stuff into it and wait for it to build. And I understand that there will be players who want that rather than what I propose. But then I remembered the Sphere rep thing of being able to build up the single points with Marks and those being the actual rep builders and it gave me an idea. Why not do something similar with Fleets?
Every player in the fleet would have choices in how to help:
1) As it has been (maybe) with a bit of a tweek where in the Rep window there is a way to earn Fleet X's (can't remember what you called the Sphere things and battling a flu right now) in smaller batches by using Fleet Marks. Those X's then get turned in to the fleet for building whatever. This would be like those quick shot (1 hour) Rep things in the Sphere rep.
2) Like in the Sphere rep, there is also a way to convert Marks to the X's in larger batches for the weekend warriors.
3) For those who want to feel like they are actually doing something, there are also Daily missions that can be used to earn Y's (another thing or maybe X's) that directly have to do with building the whatever (i.e., manning a drilling station for working out new mining shafts, eliminating dangerous debris entering in from a comet into the area of the whatever, helping with pest control, maybe even just walking around doing repairs and keeping others working like on New Romulus).
I also wouldn't mind seeing animations in the Fleet System that make it look like there is actually construction going on, but that's just aesthetics.

At least the Starbase Facilities looks like they are under construction. The Dilithium Mine Facilities just magically gets transformed from one Tier to another Tier in an instant.

Can't say as I've looked yet, just built :-D But I admit they "look" like they are under construction. I just would have liked seeing flashes of welding, worker bees buzzing around, things like that. And been involved.
