I recently got the Jem'Hadar Heavy Escort Carrier and have the following powers on Bridge Officers. Looking for advice for what to change.
Commander Tactical: Tactical Team I , Cannon Scatter Volley I , Cannon Rapid Fire II , Attack Pattern Omega III
Lt. Commander Engineer: Emergency Power to Shields I , Auxiliary Power to emergency Battery I , Emergency Power to Weapons III
Lieutenant Engineer: Engineering Team I , Auxiliary Power to emergency Battery I
Universal Lieutenant: Transfer Shield Strength I , Hazard Emitters II
Ensign Science: Polarized Hull I
I currently have 1 very rare Aux to Battery Technician and 1 rare Aux to Battery Technician trying to improve that from B'Tran Cluster mission.
I have 2 Polaron Dual Heavy Cannons Mk XII [Acc] [CrtH]x2 and 1 Phased Polaron Dual Heavy Cannon [Acc] [CrtH] and Omega Plasma Torpedo as forward weapons with 2 Polaron Turrets Mk XII [Acc] [CrtD] [CrtH] and Kinetic Cutting Beam as aft weapons.
I have access to Very Rare Mk XII Disruptor Dual Heavy Cannons and Turrets with a [Acc] modifier that I can use.
I have full Jem'Hadar Mk XI set or full Klingon Honor Guard Mk XII set that I can use but am having hard time pick one to stick with. If I use Jem'Hadar I would use Polaron weapons but if I chose Klingon Honor Guard I think using the Disruptors would be better.
Note: I have access to all tier 1-4 C-Store ships so I can use any of their consoles.
I'm also having hard time picking a hanger. Should I stick with the Jem'Hadar Fighters or use Orion Interceptors? Right now it is between those 2 because I would need to grind to get either Elite Scorpion Fighters or Elite Tholian Widow Fighters. If I do decide to grind which are better Elite Scorpion Fighters or Elite Tholian Widow Fighters?
Also shouldn't the Jem'Hadar Heavy Escort Carrier gain bonus Defense for being a Escort? Reason why I ask is my Jem'Hadar Heavy Escort defense is at 70 instead of 80 like other Escort ships get with full points spent on Starship Maneuvers.

Regular build boffs
Cmdr. Tac: TT1, CRF1, CSV2, APO3
Lt. Cmdr. Eng: EPtS1, A2SIF1, EPtS3
Lt. Tac: TT1, APB1 or APD1 (depending on what kind of pounding you take)
Lt. Eng: EPtW1, DEM1
En. Sci: HE1
Doffs
Really 3 purple tech doffs and 2 of your own choice, if you run dual A2B.
If you don't have atleast 2 purple tech doffs I would switch build from a dual A2B build to a regular build and go with the damage control engineers for downtime in EPtX abilties and warp core engineers for the chance of extra power after EPtX.
Weapons
I personally use Romulan plasma weapons because of the plasma and disruptor proc. That also allows me to benefit from the Romulan Singularity Harness (+7.6% plasma damage) if I have 2 items of the set. The zero point console should be a must have on your list, the second piece is a choice up to you, either the Experimental Beam Array or the Romulan Hyper-Plasma Torpedo Launcher.
So it looks something like 3x DHC's and 1 torp front. Rear, 2x turrets and KCB.
Deflector, Engines and Shields
The KHG set never disappointed me. Although with the dual A2B build you might need more regens and it that case I would take the Borg MK XII set.
Consoles
Musts: Borg assimilated module, Zero point, Plasmonic Leech and as many tac consoles that boost your weapons.
Rest: something like the enhanced engineering consoles (+RCS) from fleet dilithium mine are nice. And maybe something out of the Romulan Embassy that boosts plasma damage.
Hangar
I would go for the danube runbabouts I think. That tractor beam can be really nasty. Enemies that hang still in space have a negative defense value so crits pack a harder punch. But that's my only experience with hangar/pets.

Oops noticed a error from my bridge officer stations my Cannon Rapid Fire should be Cannon Rapid Fire II. I will fix that with a edit.
It would cost a lot to invest into a full Romulan Weapon setup something that I am not looking to do with this character. I have some nice Polaron and Disruptor weapons that I do fine with just having hard time sticking to either.
Ya I have Assimilated Module,Zero-Point Energy Conduit and Plasmonic Leech. The fleet I am in is only at tier 1 of the Dilithium Mine so it will be a wile before I will ever get and use any special Fleet Engineering Consoles. Same thing for Embassy Consoles.
Klingons don't have Runabouts so it is either stick with the Jem'Hadar Fighters or Orion Interceptors or perhaps get some Fighters from either Romulan Reputation or Tholian Reputation. Don't know how good either are never used Scorpion Fighters or Tholian Widow Fighters.
Elite Scorpions are pretty good pets for DPS, I ran them on my Jem HEC, and currently run two hangars of them on my Jem Dread. I'd just run Advanced or standard To'duj hangar until you finish up the Romulan Reputation if you're seeking DPS. Orion Interceptors less than Elite aren't that great, as their drain with two wings out isn't enough to effect much, and the damage they do isn't very much. The Elite Orion Interceptors versions gain tractor beams on top of the drain beam and Chroniton torps, which should make them good for Crowd Control, though.
So long as your fleet has provisioned the Embassy and Dil Mine, you could try finding a fleet that would invite you to use their terminals to gain the top end versions of those consoles. The Public Service chat channel mentioned a few weeks ago on the main site would probably be a good place to ask. You could also see if anyone could give you invite to a Fleet Starbase with a Tier 5 Comm Array and pick up Elite Interceptors if you want to go for those.
I got a Critical on B'Tran so now I have 2 Very rare and 1 rare Aux to Battery Technician so I definitely am sticking with a Aux to Battery setup.
I think I will use Jem'Hadar set with Polaron weapons for anything that has PvP in it like in Ker'rat and use Klingon Honor Guard set with Disruptors in other stuff.
I switched Emergency Power to Weapons III to Reverse Shield Polarity II
I will eventually change 1 of my Cannon skills to something else probably a torpedo spread.
I am thinking about changing Engineering Team I to something else.
