Qustion about elite fleet singularity core's?

On the Elite Fleet cores there is one that's 10% reduction on recharge for singularity power use.

My question is, does this mean the skill its self such singularity jump, or the cool down delay after you use the skill.

Right now there is a delay before you can even start to recharge you singularity core. Always my ability's are off cool down before I am even able to start recharging the core.

So is this effecting the skill cool down or the recharge timer on the core it self? Seems if its the skill then its worthless given the skill will be off cool down before you even can start to charge your core back if its reducing the delay to start charging then maybe its worth it. Anyone know what its effecting?

It shortens the delay before you start building singularity energy again. The one that makes it charge faster once that delay is over is labelled as "increases singularity charge rate by 20%" or something like that.
