Elite Fleet Sing core question.

On the Elite Fleet cores there is one that's 10% reduction on recharge for singularity power use.

My question is, does this mean the skill its self such singularity jump, or the cool down delay after you use the skill.

Right now there is a delay before you can even start to recharge you singularity core. Always my ability's are off cool down before I am even able to start recharging the core.

So is this effecting the skill cool down or the recharge timer on the core it self? Seems if its the skill then its worthless given the skill will be off cool down before you even can start to charge your core back if its reducing the delay to start charging then maybe its worth it. Anyone know what its effecting?

You are talking about [SingC] right? That brings the core back online 10% faster it does not effect individual ability cool downs.

That is intentional since there are consoles and doffs that can help bring your core right back up to online and charged after activating an ability.
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug. :D

So just to make sure I understand right.. it effects the 45 sec recharge.. not the 20 sec cool down like on quantum power.

Oh and what doff brings your core right back online?

    correct.

    I should have been clearer.
There are consoles that bring your core back online (From T'varo), there there is a doff that reduces your CD (Warp Core Engineer, change for 15 sec reduction on using EPtX), there is a console that charges the core up when taking damage (from Dehlen), there is a doff that improves charge rate (projectile weapon and energy weapon doffs) and there is a trait that powers the core up when dealing damage (Singularity Specialist).
