Pretty much what the title says. I took advantage of the recent Q being at ESD event and managed to go from a freshly minted LA to a VA in about four hours of grinding. I went back to try to use my skill points to improve me build and found that I am no longer allowed to use them. When on my captain, it tells me that I have 0 points available when I've only spent 268,000 out of 300,000. If I go to any other boff, I have 290,857 skill points available.
Why did I lose my ability to spend skill points? How do I get it back? I'd really like to max my captain.
the system requires you to have a percentage of your skill points in your ground skills.

Off the top of my head, you can get a max of 366,000 points to spent in total.
You split these between Space and Ground. How many points have you spent so far on Ground and Space combined?
The XP points that you can spend on BOffs is separate and doesn't have a cap. It's the same points that you can donate to Fleet projects.

That explains it then. I've pretty much pegged my ground skills with 98k out of 100k. No where in the vast sea of menus and half assed instructions that I've read so far has mentioned a max of 366k combined.
This game is frustrating for me. It is at the same time brilliant while being needlessly complicated and obtuse. A simple country boy like me can't figure this TRIBBLE out.
One more quick question: I keep seeing people say that once you hit level 50 that's when the game really begins. As near as I can tell, all that's left to do is spend hours upon hours grinding out marks for ever so slightly better gear. What is there to do now? I still enjoy the game, but beyond flying around and blowing up stuff I don't see how the game 'begins' at this point.
There are folks who have been here since Beta, and still get confused.

My guess is that since you've gone to level 50 pretty quickly, that you've missed a LOT of the regular series of missions. There's at least 3 sets of episodes or missions, with several more mixed in. There's the Klingon War, New Romulus, and the Cardassians... I've been level 50 for about 2 months now, and I've not even made a dent in the number of possibe episodes and missions available. Click the "Hail Starfleet" button and have your way around every possible mission you haven't done yet. There's some fun story arcs in the game...

If you look at the mission log you'll see each one has a minimum level. Several entire chains can't be started until level 45-50 (Borg and Undine).
New Romulus opens up only at level 50, and same with Nukara and Defera.
Many of the fleet actions open up at 50 as well.
Most foundry missions are balanced around the assumption that a level 50 will be playing them.
A lot of the top-end rewards are based around marks, but at the same time those actions that reward marks do have story and missions and zones associated with them. And you can't experience those missions and zones until you hit 50.
Ok that stuff makes sense. I made rank by just flying around and blowing stuff up, I guess there's a lot of stuff left to learn in this game. I'll admit that it is incredibly complicated and I'm having a bit of trouble figuring it all out.
Skill point allocation takes some effort, you can get yourself stuck with a few points left because of how jump by 500 per tier. I use the app at the STO Academy for it.
Sometimes I think I play STO just to have something to complain about on the forums.
