Doff stacking

Does the doff controll damage engineer's % chanse stack up? so like 3 dmg controll engies would be 30% + 30% + 30% = 90% chanse to reduce cooldown timer on emergency to x abilities?

    Three separate 30% chances, actually, which makes only a 65.7% cumulative chance for at least one proc, but allows for multiple procs at once.
