Is the bartender upgrade bugged?

Or is it being very selective of drink inputs? Someone in my fed fleet has managed to input 19 drinks, but the ones I've bought off the store don't seem to count. So how does one fill this project? It's not asking for any specific drink, and none of the stacks of dosi rotgut and rom ale I have in my stash seems to be recognised. Is it bugged? (I hope not) If it's not bugged, what drink/s need to be input now?
