Elite Fleet Ship Weapons

Where are people finding these 'Elite' Phaser beam arrays?

Do you need to be a certain tier?

I am in a fleet with a Tier 4 Starbase and only have 'Advanced' ship weapons available.

Please can someone help me find these elite versions!

Phasers for Feds, Disruptors for KDF. Elite weapons trade on [Dmg] mod for a second proc, which is a very worthwhile trade.
