So while looking at the Bridge Officer abilities, I had originally thought that only purple BOffs can use certain skills. However, as I've played it seems like you need the purple BOffs to find (and train) certain skills.
So does your Bridge Officer's color really mean anything if you can train him with purple BOff skills? Or am I all wrong and I still need purple BOffs to learn them? (I haven't tried it yet since I already bought all purple BOffs for my main ... but I might not do the same with my alt if I can avoid it.)
Common BOffs will have 2x Standard Traits and 2x Basic Traits
Uncommon BOffs will have 3x Standard Traits and 1x Basic Trait.
Rare BOffs will have 2x Standard Traits, 1x Basic Trait and 1x Superior Trait.
Very Rare BOffs will have 2x Standard Traits and 2x Superior Traits.
Basic is 1x power, Standard is 1.5x, and Superior is 3x.
So someone with Superior Leadership Trait is 3x more powerful then someone with Basic Leadership Trait.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Purple Boffs have 2 Superior traits, and 2 Inferior traits. Blue ones have only one Superior trait. Rest have only Inferior traits, although Saurians and maybe Letheans can still get Efficient even at Green.
However, it's ultimately pretty unimportant: There are guys with space traits, particularly Superior Operative, and there's the rest of the trash. Any boff can learn any skill, but the traits are currently entirely fixed and if you want the right stuff, you have to start with the right base boff, regardless of the skills.
Determines number/quality of traits, but only a few are usually of any interest, especially for space. Crucial ones such as Efficient, Superior Romulan Operative and Superior Infiltrator are not guaranteed to show up, even on Very Rares.

Their traits can influence their dps, their resilience, their healing, their crit chance, their melee, their crowd controll, etc...
