I see last patch now requires me to scrap Cannon Rapid Fire...!! :-P

I posted ealier about Cannon Rapid Fire 2 seeming to do ALOT less [about 1/2] the dps of Scatter Volley 1 since last patch...
Now I just finished getting a 2 min timer on RF2 which made me look at recharge timer for it... it is now 1 min and 10 secs... while Scatter Volley is still 30 secs...
Is this an error or do I scrap my RF2 for another Scatter Volley...?
Or worse yet... did U mean to nerf Scatter Volley as well...? If so, I guess I'm garbaging about 73 DHCs on 5 toons and just running beams... altho I have yet to check to see if my beam cruisers are screwed now too... hope not...!!
Can someone let me know if this was an intentional nerf or an accident...? I can't believe it is intentional but am too busy helping others learn game to read all the blogs on here to try and find out... so PLEASE...!! Someone tell me it's not true...!!

Was bad enough making all things in STFs heal like miracle makers... or so I thought until now... HELP...!!
