Looking for Romulan Gunboat Advice

I just got to level 50 and I'm playing as a fed aligned engineer. I've been taking assault heavy fast war birds loaded down with tactical officers and dual cannons and that combined with hit and run cloak tactics have served me pretty well for the most part. However now I'm approaching the end game and looking at some long grinds for resources to score a new ship and equip it I'm not sure what end game ship best supports my hit and run game style.

I was thinking either the Haakona Advanced Warbird since in Duel Vector mode it picks up considerable turn speed to get cannons on target but I had to invest a month or two raising Zen to fund out Duel Vector mode is awful. I also was considering the Ar'Kif Tactical Carrier Warbird Retrofit but I've no idea if the singularity beam is worth it or if retro fits really stack up to the other end game ships.

Could someone with more end game Romulan experience perhaps share some of your experiences with the end game ships and their unique abilities and suggest which ones might support a dual cannon striker?

The mogai should fit your bill pretty perfectly. Its console set helps with weapon energy drain and the ion beam adds a good alpha strike punch.
Plus it is a beautiful ship with enough mobility to bring those duals to bear.

The T'varo retrofit is the rom gunboat (frigate), and its also one of the most flexible ships around: a universal Lt.Cmdr BOFF station, fast turn-rate, decent hull and shields, flexible consoles, and the enhanced battle cloak lets you use torps/mines/spells from cloak. The c-store version also has a special console that launches a honkin big plasma torpedo, which you can use a 5th forward weapon. If you can turn some of your fleet marks into fleet credits, you can get the fleet T'varo retrofit, and get 10% more hull and shields and a 4th tac console.

    Spells? :)

It is one of my favourite ships but so far I haven't found the ability to fire while cloaked terribly useful. I think you effectively decloak a bit every time you fire so enemies can get a few shots in and you are vulnerable to stray torpedoes / explosions.

I've found the ability to use bridge officer abilities - including on other players - while cloaked more useful. Means even if I'm beat up and using the cloak to hide I can still tac/eng/sci team others.

What does an engineer do better in space than the other professions ? He takes hits... So you should really invest two or three points into threat control and fly a ship that can take hits. A Cmd engineer is not necessary for that (unless yo do a lot of PvP of course ; Extend Shield 3 is the engineer's bread and butter in PvP), while a tactical Cmd slot will let you equip Attack Pattern Omega 3, very useful for defence and hence very good in an engineer's build.
The conclusion of this reasoning : two very different ships are optimal for the Romulan engineer, namely the Mogai and the Scimitar. I really like the Dhelan and T'Varo, but tactical or scientific captains will fare better than you in these ships. Choosing between the Mogai and the Scimitar is not too difficult given their huge differences. It depends on your personal preferences (and maybe on your access to a Fleet Mogai). Don't buy the Scimitar 3-pack, only the tactically oriented version is worthwhile in the long run (specific consoles are fun but they will end up in your bank after a couple of weeks anyway).
This is a very concise version of the arguments appearing in other threads. More details are available if you need clarifications.

I'm pretty sure they didn't because I don't think you can use those even with the enhanced battle cloak. I think it's only abilities which target yourself or allies.

I understood what they meant, hence my smiley face. I was more... raising an eyebrow at their little slip. I put it down to the pointy ears. Bound to give some folk elfish thoughts.

For the enhanced battle cloak on the T'varo (and the B'rel): If you target yourself with a spell then you stay hidden, but if you target somebody else then you will be visible for the casting duration. Torpedoes will make you visible for three seconds. Mines will not make you visible at all.

Visible means the cloak is still active, your shields are still down, and you hide again automatically, but everybody can see you and target you as if you were not cloaked.

Duration applies to casting time only, so something like Gravity Well will make you visible long enough to throw it, while Tractor Beam will keep you visible as long as you have the target in your tractor.

The regular battlecloak cannot do any of this stuff. For that, you have to turn off the cloak and start the cloaking cooldown timer.

Did they change that or am I going daft? I know I tried the ebh a few months ago and I thought I could only get the self/friend targetted abilities to work while cloaked.

Nope. You can use pretty much anything. But I do not recommend TBR.... it makes you stay visible way too long....

Or Enegry Siphon and Tachyon Beam.

Any power that stays on really.

Energy Siphon may not leave you decloaked but your position will be obvious.
I was once DKnight1000, apparently I had taken my own name so now I'm DKnight0001.
If I ask you a question it is not an insult but a genuine attempt to understand why.
When I insult you I won't be discreet about it, I will be precise and to the point stupid.

Daft it is then. At least I'm of an age where it's more or less expected of me.

I just dusted mine off and ran it through a few STFs. A very decent little ship.
