I couldn't find this posted any where else, and it really isn't a bug. This ability grants a 25% reduction to Weapon Power drain.
Sounds pretty sweet, but a little caveat to users of Beam Arrays, Dual Beam Banks, and (single) Cannons. It is more accurate to say that you will experience a 20% reduction. The standard -10 drain on these weapons would result in a -7.5 drain per weapon. However, that 7.5 is rounded up to 8 due to the mechanics of the game. This can be seen in-game on the tooltip, and was tested by myself this morning.
No special abilities, other than Weapon System Efficiency was used.
2 Beam Arrays, Weapon Power dropped to 117.
3 Beam Arrays, Weapon Power dropped to 109.
4 Beam Arrays, Weapon Power dropped to 101.
That's it. I hope that someone finds this information helpful.

Dual Heavy Cannons: 12, with the 25% decrease becomes 9.
Turrets: 8, with 25% decrease becomes 6.

Hmmm... if it isn't rounding, then it is only giving 20% and not the 25% as stated. Maybe someone could look into it further, but I don't think any Devs are paying attention to this thread.

Of course the power level indicator on the ship itself won't display tenths. So there you have it. You'd need a somewhat sophisticated way of measuring damage, and then converting that back to a power level to see that.

Activate Beam Overload, hover over a Beam weapon - post fire drain reads as "-40".
