This is taken from the standpoint of the Romulan Faction.
As a Romulan you can use the faction that you have aligned yourself with's doffs. This is a good thing since the only way to get actual Romulan doffs is through their recruitment mission on New Romulus Command. However you cannot grind down doffs that are faction specific here, and you cannot grind down Romulan doffs at SFA/KDFA. With regards to the Suliban ship's grinder, you can only grind down Romulan doffs. What I would like to see is the capability to grind down all the doffs everywhere instead of having to run all over the galaxy to try and get things done.
Also, a Doff Grinder in mass would be nice as well.
