I don't know; after about a 5 minute sitdown mulling it over, I think I have a better alternative. I think the problem they have with handling Tovan Khev right now is that a great number of Romulan main storyline missions depend on him, yet so many people don't want him on their crew. Even giving him his own BOFF slot would be avoidant as he tends to have a huge egoistic complex with which he self-promotes himself to some high rank like First Officer in chat logs. Truth be told, he could even be revealed as part of a precursory attack in some massively complex plotline revealing Tovan Khev to be the manifestation of some divided, hyper-intelligent creature trying to take over the Romulan Republic - surely having a clone of Tovan Khev on every Romulan starship is no coincidence- though I digress.
I think we could fix the problem easily by giving him a traditional dismissible status. (Gasp! How novel, I'm sure.) The biggest problem with this is the general stimulus that dismissing = ridding completely. However, dismissing from a position and dismissing from existence are clearly two different worlds to consider. I'd propose Tovan Khev simply retire to either a very rare quality duty officer or crew with asylum status. This would allow Tovan Khev to appear in main storyline missions as a mandatory asset (it wouldn't be too hard to replace a 'Security' choice with Tovan as part of an away team, right? Who says he even has to be a part of the core team? Maybe a tag-along who helps trade shots like some pet; who knows?) and also give players the unique (debatable) experience they've been asking for.
Of course, what do I know? Maybe Cryptic really is going for the hostile takeover thing.
As mentioned in the other Tovan threads there are a few major issues with him you see no where else.
Ten Romulans on Nimbus means Ten Tovans.
Federation and Klingons doing the Nimbus arc have Tovan's voice speaking for their often times female first officer. :eek:
Remans can't be a full reman crew with him on board. :P
If this was a game other than STO he would be fine. He is a great single player companion in a linear game arc. In one where you are to feel free to go out and do strange new things to new and alien life forms. . . well. :rolleyes:

He has Romulan Operative for a trait. He should be in your bridge crew even if you're only sporting a single tactical con.
He has INFERIOR Romulan Operative. If he had proper Superior Operative, nobody would complain about him. If he also had Superior Subtlefuge at the same time, he'd be everyone's BFF.
