how does the one that has a chance to knock out a subsystem on energy siphon stack?

the purples have 25 percent chance so would 2 equal 50 percent?

Its a succession of chances to proc.

Lets say you have three (the max you can slot)

You use energy syphon on a target.

the game rolls a 4 sided dice to see if it procs. Success, it rolls again to see which subsystem is disabled, your target looses engines.

The game rolls another 4 sided dice to see if the second doff procs. It does. It rolls again to see which subsystem is disabled. It rolls engines again, the disable duration does not stack, this proc was wasted.

The game rolls another 4 sided dice. Damn you should buy a lottery ticket, it poroced as well. It rolls to see which subsystem, their aux goes offline.

So that's how it works. Or how its meant to. It is not a single 75% chance from three doffs as more then one subsystem can be disabled.

Now hear is the sad bit. The doff seams to be broken.

When this guy first became available a friend and I both obtained three of him and went into a dual to test how he worked.

We traded energy syphon's back and forth for a long time, but out of 40 uses we only got the doff effect to proc 10 times. of those 10 times it only disabled more then one subsystem once. With three 25% chances to proc each use we expected this to happen far more often.

So it is a safe assumption that either the chance to proc is actually lower then the tool tip claims or the RNG is broken and almost always returns the same result for every roll.
