What I propose is a build layout system similar to how we have different ships that we can switch between, I would like the option to purchase different skill point build slots. This would enable more fluid build experimentation and perhaps even diversity.

I think that this has been proposed many many times before. I won't speculate why this is a non-starter with Cryptic, but clearly, it's not something they feel is a priority.
