"spend skill points"

Every time I complete a mission or a crew assignment I get a prompt to spend skill points but when I go to do this I'm not always able to spend any as it doesn't give me the option to do it (sometimes it does but sometimes it doesn't, no highlighted arrows appear anywhere when it doesn't in my skills). How do I spend the skill points I am prompted to spend if they're not available?

    I believe more information is needed... Could you provide a screenshot so we can see what you're seeing?

    Because you have to spend a certain percentage of your skill points per rank before you can advance to the next. Plus not all can be spent on either space or ground.

    Check if you have been spending some of your skill points on the ground. You're required to spend a minimum of (15% if I remember correctly) and a maximum of (30% if I remember correctly) of your skill points in the ground skills.

    Yes, I said "required", as in NOT OPTIONAL. There is no way around this.

    And a minimum amount of skill points have to be spent in each rank of skills; so it doesn't matter if you're a Lt. Commander, you still have to spend the minimum points on Lieutenant skills to unlock Lt. Commander skills.
