Would you spend dilithium on changing the design of your ops, tactical, science, engineering decks? Maybe even interiors to the star base facilities? Shipyard with a view of ships in the dry dock would be great. Similar to how we do special projects now but much more expensive. These would still be designed by the Cryptic Team and not Custom, but be nice to have a little variety.
We are a roleplay fleet so we spend a good amount of time there. Its always bugged me that the federation lower levels are actually just copied from either the ship interior for the meidical and science level, the Captains Table Engineering Room, and early Federation Vs Klingon Mission for the Tactical room.
Basic Customization options should be for free, but unique ones should cost money. If I want to create a Borgified Starfleet Interior, then it should cost.
Personally, I am not big on maps without purpose...
I understand your reasoning for wanting them (role play)... but since I don't role play.. I'm not interested, nor do i think it would be a good use of a developers time. Personally, I believe they should be focused on content...
So, to your question... no I wouldn't "pay" (in real world dollars)... would I slot a project... perhaps, I guess that would depend on the level of interest by the fleet.

I wouldn't mind taxing the rest of the fleet for customization options, but I wouldn't pay for it out of my pocket (whether through zen or dilithium through zen conversion). If they want the starbase to look different, they'll have to do their fair share. Say a 5% dilithium tax on all dilithium earned, which does not count towards their personal refinement limit. Meaning they would have to earn 5% more dilithium a day on their character than they normally would until said project is done, and that dilithium is automatically deposited into said project where noone can touch it.
That way you get your 8k a day refined, and the costs of base customization aren't for the big spenders/big earners alone.
Sadly the base is quite useless other for exactly the fleet stuff and you're not buying that dtuff often. There are key sellers missing like buying hypos and sole other contacts you have on esd but not on the fleet. So noone goes there unless he has to.
I wouldnt buy interior options for the base because we already spend like 2mil dil on additional stuff there. But i'd pay for a good interior of my ships being able to give my crew my own uniform and being able to sit on my bridge/steering the ship. Anything in that direction would be great because sadly now all those stuff there is wasted cause it looks bad with too high corridors and wrong uniforms and in the end nothing to do. Maybe some new minigames here and there for making a captains rounds or stuff like that.

Only if they were better made than the current one. The current one is awful, nothing is where it needs to be, everything is always in the wrong place. Trading that for an equally TRIBBLE layout is not worth any money.
With what we have seen on the Romulan side of things, I have hope that some awesome interior variants can be created, both for the Starbase and Star ship Interiors.

I never understood why people throw away so much dilithium on special projects. I thing most people spent at most a few minutes in fleet base buying gear. With that dilithium you could buy some awesome doffs or gear or convert to zen and buy c store stuff.

There is a lot of customization that should be possible without a ton of work... like just changing the color of the lighting... making it brighter or dimmer...
Perhaps changing some of the color palette of the wall and floor textures.
Just having those possibilities would go a LONG way to satisfying much of the player base...
...like my Orion Marauder that, for some reason, has a Klingon bridge and interior that doesn't at all blend with the style of the actual ship. Just being able to change the lighting from the dark red to a pale amber or light yellow, brighter, would help much... it wouldn't solve the design mismatch, but it would be a start.
