flow caps is both, the consoles are relatively cheap, some deflectors singles or parts of sets have bonuses as well to flow caps. so it could be possible to get decent shield stripping without much or any points in flow caps (the skill)
search exchange for 'flow' in sci console section, the deflectors with it is [flwc) sets, jem hadar deflector has one of the highest bonuses, and is free. just rerun the mission.

I'd have to agree that torp boats aren't practical.
I did attempt one myself. I used a science toon and specialised him in drain, so I maxed my flow caps skillpoints, used x3 mk xii blue flow cap consoles and space science traits that boosted the stat as well.
All this I thought would make this guy perfect for torpedoes, using tetryon weapons along with energy syphon, tachyon beams and charged particle bursts meant I could drain shields in no time. Using the breen set also gave me a bonus syphon so I could switch between the two without having to give up another boff ability.
But in practice it wasn't that great, and the problem lies in torpedoes themselves. Even with transphasics most of their damage is easily negated thanks to the slightest sliver of shields, and most NPC's managed to get something back up by the time my drains expired and my torps were on route.
I want to get a better Galaxy one day anyway, so there's that.
So if I really wanted to make a torp boat, It's be better off with a Mirror Escort? I do have two, and the Tetryon build on it is nowhere near as strong as the Polaron build on the other...
any ship with decent turn. remember torpedo arcs suck except the regent.
I use a cruiser build that has 2 DBB and 2 torpedoes forward, but I'm flying the Regent.
BOL to knock the shields down and TS3 to clean up the riff raff. I go against the grain and use a transphasic forward for the shield penetration, and the regent torpedo aft. once i got the rom rep i got the hyper plasma. eventually i will drop one DBB for the omega torpedo
I've done this before as well. You can get some nasty multi-target firepower going with the trop point defense system. Theoretically, you only need three blue trop reduction doffs on two photons for a constant one second fire rate, or only two purples. Thats a feasible somewhere around 6k in damage from a torp-scort right there, not including cannons and turrets, or ANY buffs. Switch to quantums and three rares, and your looking at maybe 8k per missile, before buffs, just from torps. 10k all of a sudden seems easy. Just keep in mind, torps aren't good at all against shields, they are seriously reduced, but even then, if the torps are hurling enough damage, that won't make a difference, they can still blast straight through.
depends on the cruiser. the regent and the ex refit are both fine platforms for torpedo boats

Should I upgrade from Photon to Quantum? or would I need more Purple Doffs to make that work? My three blues give me a pretty good firing rate as-is, about one torp per second.
you can test it and see how it goes, purple doffs are easiest (though not cheap and time consuming) from omega rep grind, borg projectile doffs. though blue/purple only makes a difference if only one doff procs, you still need 2 to proc in either case to reduce an 8 sec cd to global.
note: there was a glitch with 3x purple and photons, photons would sometimes hang even though weapons tray showed they were ready, i no longer have a setup with photons+ 3x purple so don't know if that can still occur, the fix is switching to 8 sec types. this was several months ago, so may have been fixed.
there are a lot of great things about torp setups, standoff distance can be much greater since it doesn't matter how far away torps are fired. (gates,stay 9,6k out) with tetryons distance also doesn't matter as the tet proc is going to be the same no matter what. distance itself gives you time since energy weapon volley's travel faster than torps to bring down a facing with a well timed crf before hy or a spread hits.
moving up omega and romulan rep for the 2 plasma types they offer as well as the borg doffs will eventually replace whatever you're using.

Okay, I've spent some time testing out my ship. Three blue Doffs combined with two Photons have given me a solid firing rate, about one per second. Downgrading from DHCs to just plain DCs hurt my outright damage, but I'm still putting out a ton of energy fire. Three turrets on the back help out a bit, but it feels kinda... Iono. Pointless.
Okay, aside from that, I haven't spent a lot of time testing this out in solo combat situations, but I have done several mark runs of varying kind, and given I have people to work with, this ship gets pretty badass, so I feel. Makes for a good combat support cruiser. One of my fleetmates has an Oddy Engie boat set up with Tetryon beams, and waaay nice gear than me, perhaps working with him will help, the extra tetryon attacks increasing the chances of shield-stripping.
Me and him did a run on CC together, and I took third place in my torp boat. Admittedly, I did spend a fair amount of time parked under the entity, shooting it with my Tet cannons and lobbing singles and groups of Photons at it.
3rd Place seems pretty respectable to me for that.
