The only problem with this is that dilithium is used for almost everything in this game and stfs are still one of the major ways to get dilithium.
That's essentially my point, though. The reason to do STFs after you get all the gear is the Dilithium. You don't need another reward, a super-hard-to-get-special-bonus-drop, because Dilithium is already a huge reward.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Ah, I see what you mean, my bad.
I would say that having the chance at a rare would re-add some suspense when the drops come instead of the monotony of knowing you're going to get this much dil, this many marks and a poor item (usually).
Well I can't forget a face but I won't remember y'all.
Bleed Green and Gold
Predictability promotes complacency and if you stop to look around I think that most will agree that is what's happening here in STO.
Loot here in STO is quite boring and has no variety IMO.
All of the good endgame equipment here in STO can only be obtained through layaway plans AKA reputation systems.
One only has to look to the loot system in Neverwinter, another Cryptic game, and wonder WTH is up with the Loot system here in STO.
Neverwinter's Loot system seems much more complex than STO's and it is without a doubt superior too it in every way.
Neverwinter combines the Layaway Endgame gear like we have here in STO with random drop Endgame level gear that's just has good and in some cases even better than the Layaway gear.
It's time that Neverwinter gave back to STO.
Our STF's have become a joke IMO, even Elite versions of an STF can be blown through in a matter of minutes and when you add in the fact that all we get at the end of these cake walks is a pack of Zenny to pay on our Layaways it feels even more pointless.
I feel there are a few things that Cryptic should be working tirelessly to add or in some cases bring back to STO.
1st We need more Varity in endgame level Equipment as well has multiple paths to get it.
2nd We need class specific loot drops or at the very least equipment that produces different effects based on which class is wearing it.
3rd We need to have random endgame level loot drops that are on par with our Layaway endgame level loot.
4th We need to see a return of the old format of our STF?s; however, they need to be rework so that a decent team can complete them within 45-60 minutes.
5th We need a Salvage option that will allow us to scrap our unwanted max level Purple equipment for unrefined Dilithium.
In short we need almost everything that Neverwinter has in regards to endgame missions and Loot Rewards.
I'm not suggesting that Cryptic trash the current bite sized versions of the STFs that we have now but instead offer revamped versions of the originals with an elite + difficulty.
Neverwinter was built in many ways off the back of STO and one would think that Cryptic would be able to find a way back port some of the improvements that can be found in Neverwinter here in STO.
I also have a view on what Cryptic should be trying to do with crafting but that?s a rant for another day.

1: Yes more variety for equipment and ways to get is very good thing.
2: Right now we have that for ground with Kits but adding more stuff for ground like that and even space stuff would be great.
3: We kinda do sometimes you get Very Rare MK XII weapons with [Acc]x3 or a [CrtH]x3 ground weapon the problem is getting very rare items are very rare and even more very rare that the very rare items are something people have a lot of interest in. So many times I get crappy very rare impulse engines or a ground weapon with [Dmg]x3 that I and a lot of people don't really like much. Its very rare that I get a very rare item I actually want to keep.
4: The problem is this is a casual game and a lot of people don't want to spend a long time on a single missions especially if something happens that 1 person maybe more has to leave then the mission can't be finished and lot of time wasted.
5: Something like that I would like but 1 problem is can you imagine the cost increase of all very rare items on the exchange if it can be scrapped for Dilithium?
We already have super-special "Legendary" items that you don't have to grind Rep for. They're the rewards you can only get by running an FE, and the limited-time rewards are the ones you can only get running certain missions at certain times.
Admittedly, the STF's don't have that. IMO, completing an STF should reward appropriate low-end STF gear and then you can grind to get the better versions.
Luck-based rewards? We have those too. They're called Lockbox rewards.
I would like the idea of STF's dropping schematics which you could then use for crafting... if crafting were revamped. I don't like the current crafting system and don't use it anymore.

Featured episode rewards are legendary? Please they are ground devices that anyone can get with ease.
Lockbox rewards are good, I like them.
I'd like to see a reward that takes both skill and luck, i.e. good equips from really hard missions in addition to decent stuff that is merely timegated through faceroll content.
Only in the sense that they're special items with stats and/or abilities not available from normal mission rewards. (hence the quotes around my use of the word)
My belief is that defeating a boss (or completing a story arc) should have a 'boss reward' that you should get for completing that scenario.
I absolutely hate the idea of running missions that don't drop loot in that sense and instead only drop stuff you have to collect to buy the loot.
That is where the current Rep system is not satisfying people. Not that effort is required, but that the real rewards are deferred and there isn't anything else to get but stuff with no immediate value. The deferred rewards would be fine if the missions you ran to get them also provided immediate rewards and not bank-filler.

Personally I don't mind the rep system as much as others do. I think on some level people should be able to obtain good gear. However I also think that there should be a tier of gear that takes a lot of time, skill, and luck to obtain, and therefore is exclusive to players who have put in said things.
I think with adding either a new difficulty level above elite for borg stfs, or perhaps creating new stfs entirely that are more challenging and upping existing rewards to match (more marks, bnps, dil) and adding a few exclusive items would be amazing.
I've finished borg rep, have over 10k marks stored up and have every piece of every set from it that I want, where is the motivation behind future runs? The reason I still do borg stfs is because I enjoy parsing.
Keep good gear that everyone can obtain, add great gear that is exclusive and elusive so that people have to grind to hope to obtain. Timegate and whatever the gaming term for probability+difficulty gating is.
I kinda like the idea.... and on the other hand I think... whats the point... If the STF's become any easier, missions will auto complete when you warp in. Borg Cubes shaking in fear until they just rattle apart? Not a shot fired.
At some point, the power creep needs a balance pass... adding more power to a game with too much power creep as it is... doesn't seem like a recipe for success.
They just announced that LOBI are going Account Bound...
How much ya wanna bet the OP's suggestion gets lost in the shuffle...

My first proposes weapon would be the Tactical Cube cutting beam, which would have 3x damage of the regular cutting beam(but not work as part of the set and could not be equipped with the regular cutting beam) at a 12 power requirement and have the ability to drain shields simultaneously. Thus, the stats would be:
Kinetic Adaptive Cutting Beam Mk XII [Dmg]x9
Legendary Ship Weapon
Character Bind On Equip
Vice Admiral
Values do not reflect skills or other modifiers
Adaptive Cutting Beam - Blue
Oh there must be more tasty boss goodies than this.
I would like to see new ground and space sets add that would have set bonuses if used together and needed to be obtained by methods not totally dependent on a reputation system.
Ground Set:
Armor = Chance Drop on any Elite STF ground mission
Weapon = Crafted by combining various Borg components found while running Elite STF ground missions with existing mark 12 purple weaponry.
Kit = Possible Random Drop from any Elite difficulty non STF Borg Ground Encounter
I think the above might appeal to many players that want more outlets to get new Elite level Endgame gear other than having to grind away with our current Layaway options that we have with our Reputation Systems.
Combining something like what's listed above with what we currently have will give players options in how they gear up their Characters.

If they start droping stuff like that I would want them to be like Borg Medical Analyzer kit in not being character bound. I have 10 characters I normally use and don't want them to be character bound punishing me for using many characters.
But it would end up just being what we left behind: people complaining about doing STFs hundreds of times trying to get those random, better, MK XII drops, and still not always getting them.
The whole point of the Rep System is to know that you will get those items by putting in the time rather then putting in the time and getting nothing.
Sure, but back then it meant something (sort of). You saw some guy with MkXII stf gear on spawning in, you said, ok, we're in good hands.
Now it's more like 'oh, another Infected Space Ace come to get his elite ground opts....'
Sure, it was irritating, but that was based on the drop rate, not the system itself. What we have now is silly. Makes a lot of sense business-wise though. Bored of the grind? All I can say is that we should take care in what we wish for.
"So my fun is wrong?"
No. Your fun makes everyone else's fun wrong by default.

No, data sample trade in is not crafting, but even that would be better if there was something more useful to trade for.

Edit, redshirt patch notes, nice.
Oh there must be more tasty boss goodies than this.
Borg overpowered invisible plasma torpedo.
Donatra assimilated perfect cloaking device console, with bonus double-firing thalaron blast.
Borg plasma lance with 20km range.
Tholian tarantula web cannon.
Would people replay the missions a hundred times more for a chance to get their hands on stuff like this? I think some would.
Should we let them though?
But I respawn
I am duranium!
