We have things like polarized disruptors, what about [+shldrn] andding a 2.5% chance to drain shields, or [+critx], +20% critical severity. Use those with antiprotons on a romulan, and suddenly I'm getting 12-15k critical. On energy weapons!

No. Antiprotons have a innate CritD of 20% so a Disruptor weapon [Acc]x2 [CritD] only has crit severity of 10%. You would need a Disruptor weapon with [Acc]x2 [CritD]x2. Also, where is the antiproton damage?
