HigherTiers skills do less damage then lower tiers?

Hello,
I am wondering if anyone has also seen this.
In my fleet we ran a lot of the time Combatlog Readers.
It is very common that we see the same Weapon Beam Bank (as example) does
30-50% more Damage with Faw1 then Faw2 or Faw3.
the same for all type of Cannons and CSV or CRF, most of the time the lower Tiers are doing more Damage then the higher tiers.
Sometimes, I see this also for BO.
I know that the Weapon power could have an effect on this, but this is not explaining why this should be the case if the higher Tier Version is used before the lower Tier skill.
