Fleet Starships

If I, say, bought a tactical escort retrofit and a fleet ship module, would the fleet ship be available on all accounts?

    the fleet ships self are not accountwide

    No, fleet ships are per character unlocks. The C-store retrofit is account wide though. That means that if you want the same fleet ship on another character, you only have to pay 1 fleet module. But you will have to pay 1 fleet module for every character you want that fleet ship on.
