Maxing Bridge Officer Ability? Bug?

Hi, I just went to allocate what i would think to be hundreds of thousands of saved up skill points for bridge officers on my vice admiral.

What i see is 1069 points available for everyone total... this is after playing for months on end and not touching any abilities.

Some officers don't have any abilities filled in at all.... am I missing something or am I bugged somehow? Thanks.

Did you donate expertise to your fleet and to the rep grind?

I thought I had more, like 345000 or something.....I am going to run a bunch of pve's and see how it goes... thanks.
