KDF Romulan and Plasmonic Leech?

I was thinking of rolling up a KDF-aligned Reman character. At some point, I'd like to get the plasmonic leech console for that character, normally available on the Vandal Destroyer for 1000z.

But a Romulan/Reman can't equip that ship from the C-store right? So if I really wanted plasmonic leech I'd have to pay a fed and buy the reward box from the exchange or a drop from opening a lock box?

    The leech box contains the leech for feds and I think isometric charge for klinks. I don't think you can get the leech at all...

    Since this issue was never brought up, perhaps reman/rom can use the zen ship

    the Vandal is a T3 ship. That means a KDF rom can claim it, pull the Leech, and jump over to a Mogai/Valdore.
