I have experience using the foundry and thought i try making a no combat mission that would work as shore leave. the idea sounded great. until i thought about a single objective and that you run around doing stuff.
simple said. i thought more about the single objective thing. and i have come to realise. it will be an exploit mission if i do that.
I can't figure out how to do this without either making it a exploit mission. or force poeple to do it as objectives in a certain order.
i really need help.

I don't think a single objective automatically makes it an exploit mission, but it means it will be unlikely to ever qualify for rewards.
That said, you have a little wiggle room. For instance, you can set up a complete all objective to have multiple parallel lines of objectives. The player would have to complete all the objectives to go past the complete all, but they could do each line in any order. To create a complete all, drag a new objective on top of an existing objective.

Have it set up so that you have to end in a single point, but that this place is blocked by multiple barriers until components are complete or something
though thats basicly the same as having the complete all, but would mean you can have unmarked objectives if you want them

You can also set the objective to be a reach marker. Block the reach marker with invis walls. Set the invis walls to disappear via the death of targs. Put the targs on a very long patrol, where they eventually get to a hostile mob and then die after walking around for 20 minutes.
Thus, you lock players on your map until the timer is up, unless they can find and kill the targs by themselves.

Played this one a while back. Thoroughly enjoyable and very funny. Challenging as well. Good template for the OP to follow.

Agreed. Another popular mission is Romulan zoo. I if it is not your intention to create an exploit I wouldn't worry about it.
