I'm running my 'theory' build but its not working out so well...
Fore weapons:

3x Antiproton turret Mk XI [Dmg] [Acc] [CritD]
So the chroniton is essentially to slow target obviously lowering defense value, while still giveing a good punch.
Shield: Covariant Shield Mk XI [Reg]x3
Impulse: Jem'Hadar Mk XI
Tac Console: 3x antiproton mag Mk XI very rare, chroniton flux regulator
Sci Console: 2x Field generator rare
Eng Console: cloak unit, 2x armour
Only manage to survive about 30 sec (!) in PvP so um wheres the problem?

but a few advices on the ship itself: upgrade to fleet version...and put in 5 antiproton consoles.
get zero point module and assimilated consoles.
what's your deflector? i'd suggest borg deflector and engine and a fleet shield if possible elite resiliant [resB] version.
it is extremely important to get 2 purple damage control doffs so you can cycle your EPTS with nearly 100% up time. That plus TSS2 and constantly cycling your 2 TTs will improve your tankiness. But don't come to a complete stop. You must keep moving rotating your APO and Evasive maneuvers to speed tank when under fire.
How does 2 DCE doffs work if you had, say, EPTS2 and EPTW1? I imagine they'd activate more and more. I'm toying with this as an idea.

No. Fill out your tac consoles to boost your energy weapon damage. Torps are basically for 'Great your shield facing is down say hello to my Torp Spread!' It's just more efficient that way.
With 2 DCE doffs you could cycle them every 15 seconds and have them both up at the same time. This is what bugs and patrol escorts do. ME personally wouldn't want to lose the RSP as its your Oh TRIBBLE button. But ships with that extra ensign eng slot it's awesome.
I haven't found a real need for RSP for PVE content, but then I imagine it is more important for PVP.

ensign tac- beam overload
lt. eng- emergency power to shields 1, reverse shield polarity 2
lt sci- sensor confuse thingy 1, tractor beam 2
