The idea is that a fleet would set aside one of its banks as a repository of items that non-end game characters would find useful.
Maybe restricting this (on a fleet by fleet basis) to only items that could be returned (non-binding).
As it is, the costs of outfitting a character and BOFFs at the lower levels can be crushing. Especially for a true newbie that is just learning how to get around in the game. Imagine having access thru your fleet to the Mk 4,6,8 gear that costs so much, or is just plain not for sale.
As it is, when you level up you hit a wall (of sorts) where the environment is harder and you need new equipment. Ironically the best way to get the equipment you need is to go out and fight, but you are now under-equipped and the enemy is now that much stronger...
I thought that this sort of system would allow a fleet to support its members when they start a new character, or a true newbie that was just starting the game for the first time.
It's not a bad idea, but TBH unless you're playing at higher difficulty levels you can do pretty well on default equipment. Random drops are also useful, and you can fully kit out early-level ships with respectable gear from one day of dilithium farming and the dil store.
But still, it's a good idea. I know I got a little annoyed when I was trying to upgrade my GCS, I had maxed out on dil for the day, and my fleet bank didn't have anything captain-grade. I ended going to Mem Alpha and making my own.

I mostly agree with that. In fact a friend of mine just started playing and this is some of the first advice I gave him.
There may be one or two specific instances in specific cases, where you may need to buy something from the exchange or a vendor here and there, but mostly, what comes with the ship and what you get from drops works fine until 50ish.

My fleet has a low level tab, where those who are levelling up their crafting skill or gain low level equipment from mentoring low level players can dump blue or better gear.
It's not hard and it's not expensive, in fact it's a very useful way of using up the surplus data samples.
You don't even need to buy gear at level 50 for farming toons. I've outfitted 4 farming toons solely off of drops.
That being said, my fleet bank has a few tabs for everyone to pitch into. Its not gear but rather items we pick up that are used for the SB. Batteries, commodities, or healing items like regenerators and spare parts. Those items at least get used. I've found that gear repositories just get clogged up with junk no one wants.

I too agree about the fact that random drops are most useful.
How ever, the original suggestion was for a way that a fleet could help out newer, less experienced players. Many newbies are unaware of how/where to dilithium farm. One I recently encountered was unaware of dilithium as a player currency!
Maybe what I was trying to get at was more of a fleet based "advanced tutorial", with supplies from the bank to assist in this effort. This advanced tutorial would be about how to farm, sell, shop, and outfit.
Even so, I have to wonder about the number of people here that are responding from the "when I level a character" viewpoint. Don't you remember being new to the whole game?

Indeed, typically just run off drops untill I'm at 50 myself. Heck, ran the full XI breen set until I started getting T4/T5 rep gear.
