Personally I find a single compression pistol to be quite devastating for it's limited range. It has achieved 1k crits for me due to the use of ambush skill kit and the same kit provides the ability to slow enemies often enough to keep your team pounding them. Also it has the flexibility to deliver quick melee attacks when needed, this mixed with another weapon has proven very effective in all ground battles for me.
I prefer split beams in the energy type of choice for all around best effect/usage. They're not the highest DPS or damage output, but they appear to be, in my limited self testing, to be best overall.

My primary gun is the Omega carbine and I keep the Elachi hand cannon as a sidearm. Fully buffed its secondary fire is devastating, I frequently score 5k+ critical hits against all enemies in its AoE cone, effectively oneshotting everything in a straight pass in front of my character. Definitely the most effective lobi weapon to this date.
I find that the Anti-borg antiproton rifle is the best I have seen for a ground weapon.
High density rifle is 80% crit,and is effective against all targets and not just borg.
I use the Elite Fleet Phaser Pulsewave Assault Mk XII [Dmg]x2 [CritX] [SHeal] and M.A.C.O. Phaser Battle Rifle Mk XII (+ XII maco armor+shields) in combination with the Tactical Kit - Operative Mk X.
This makes defera and other ground missions a breeze
That's quite the paradox, how could you nerf nerf when the nerf is nerfed. But how would the nerf be nerfed when the nerf is nerfed? This allows the nerf not to be nerfed since the nerf is nerfed? But if the nerf isn't nerfed, it could still nerf nerfs. But as soon as the nerf is nerfed, the nerf power is lost. So paradoxally it the nerf nerf lost its nerf, while it's still nerfed, which cannot be because the nerf was unable to nerf.
Lately I use plain old stun pistols. I think the moderate range and decent rate of fire make them a pretty good all-around handgun for general use, especially the higher level ones. I also like blasting things with my Synchronic Proton Distortion Prototype Assault Rifle "Ghostbuster" from the "Spin the Wheel" mission that thing is fun.

The Ghostbuster Gun is an excellent exploit wep. It crits quite well. however it generates an assload of aggro, so be mindful.

I call it, the Stoutes paradox.
I don't know a lot of weapon that can OS a group of borgs.
When I don't need the "best" weapon, I like the High Density rifle.
This. Period.
