They were special Duty Officer Missions only usable from the bridge of a Sulliban Cell Ship. There was an exploit where you could do 5 at once, but it has been fixed.

I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.

I don't think they fixed it. IIRC the issue with it was that each mission rewards Suliban doffs of a certian branch. (Tactical, security, engineering, operations, medical, science, civilian) AFAIK there are NO civilian Suliban doffs at all. thus the only possible fix would be to give a suliban of a random branch rather than a civilian.
While I certainly agree that this wasn't 'working as intended' and needed to be fixed, I don't agree with failing to include it in the patch notes. That's what patch notes are for.

People with cell ships who did not know about it would have rushed to get them all and would have invited every fleet member/friend to do them all also before it got fixed, its what they don't release info like that in the notes - they are put up well ahead of time so leaves room to "exploit"
