STF leave penalty qeustion

how is a power loss coninsidered a penalty
but change characyer and log out are not aded to the penalty
i got dinged once for having restart because game froze
several times supr newb teams which i was in just logged off
I am getting sick and tired of this.

    And this is why I stopped doing PvE's cold. I was in a Borg-related PvE (the one where you're outside, on a long, winding path going through what looks like a jungle, with lots of different things to do, lots of Borg to fight, different stages that have to be completed, before you go back and fight the Borg back near the beginning of the path) and twice, all the other players bailed, and I was left alone. And penalized for bailing, when I couldn't possibly finish the mission alone. I think the other players should've gotten penalized and I should've gotten rewarded for sticking around for as long as I could. Why do people even bother to sign up for PvEs if they won't stay and finish them???
