I was looking for a cloaking device(Star Trek canon) for my newly purchased Fleet Tactical Escort Retrofit (FTER) because for some reason, the more expensive Defiant derivative, the less you get. Like buying a new 5 series BMW and not getting all four wheels. The fourth wheel costing you 2000 Zen ( for 4 ship modules)! Would it not be more advantageous to just offer the device at the c-store or as a Lobi crystal purchase. Or put it where it belongs, in a Defiant class of any stripe.
Then there's the issue of quad-cannons(Star Trek canon). If you want them, fork over another $15.00 in real-world money to buy the Tactical Escort (TE). I see a pattern forming: If you want to keep with Star Trek canon it will cost you? This should put a finer point on the question of making these devices available outside of a ship purchase or putting them back where they belong. I can due without the quad cannons, but the cloak? You do get the Sao Paulo skin for your Defiant and revel in the fact that your ship's namesake has the highest murder rate capita in all of Brazil. Perhaps Zurich or Lhasa or *any city name here* would of been the better, tangent stop, redirect, on point, go. Two Defiant derivatives missing parts as per Star Trek canon.
The light at the end of the Zen tunnel is the Tactical Escort Retrofit (TER). 2000 Zen($20) gets you the metaphorical fourth wheel and all seems to be in harmony STO. Wait, TER gets a cloak(taking up a much coveted console slot) but the others don't? Who's in charge of these refits?
My last issue and the one that has troubled me since I first saw it. The corruption that is the Dreadnought. It checks the boxes for: Star Trek canon and worst in class design. Here is how I view it: Turn rate 6, just pitiful. Carrier turn rate without the hangar. The cannon attachment points on the saucer look ridiculous. The "lance" attachment looks more like an HVAC venting run then a weapons blister. The aggressive looking impulse engine is conceivably dumping all of it's exhaust onto the third nacelle strut. In this, keeping with star trek canon(ala TNG) was a ill conceived idea. TNG had it moments of laziness IMHO. My best examples are KDF BoPs as big as a Galaxy class and a D'deridix avoiding a fight because three B'rels decloak. Scaling issue all over the map, but the story lines were good. Lest you think I'd just complain and leave, I have a solution to a poorly designed TNG skin: make a new one and(this is the kicker) make it free! That's right, revamp the Dreadnought into perhaps, the Typhoon skin? I'm not even asking for a stat change like: decent turn rate.

you should have bought the zen defiant first, buying that reduces the cost of the fleet version to 1 FSM (and is an account wide unlock)

2. Tactical Escort Refit (Quad Phaser Cannons) -> 1500 Z, updated total: 4000 Z (at a change of 115 dil/Z it makes 460k dil OR 57.5 days of full-refining);
3. It's a DREADNAUGHT. If you've seen other dreadnaughts around they don't exactly turn around like escorts with RCSs... Vo'Quv, Bortas, Odissey, Balaur, Jupiter, Ravager, Warbarge, Tarantula, Jem'Hadar DC, they don't turn like escorts, only the scimitar makes an exception, and a bad one.
4. The dreadnaught cruiser it's the only ship to be still intact since years (together with the Galaxy Retrofit) which lost all kinds of practical purpouse besides giving to Fed players something barely similar to the Negh'Var.
5. There used to be separate ship skins, but then they took them away and dumped them in the fleet ships' unique costumes. Yes, the popular FAE, FACR, FDSV, FRSV and FSC
and a few other klingon ships sport what used to be old buyable separate skins (infact i have had for 3 years the skins you see on the FACR and the FDSV).
Lastly, cryptic has been reknwned for YEARS to have mostly ignored canon facts (borgs shouldn't have shields in space, just for one) and have gone for the OMGUBERDPSPOWAONE-SHOOTPWNAGE kind of game where the only ships that matter are the ones with DHCs or DCs and the rest can stay back and make the healing....
A very few ships can be an exception.
Having quad-cannons or not on your FTER shouldn't impact your playstyle at all, if you're someone which realizes where a escort's potential is, you'd rather look into your fleet's elite phaser weapons (if you've got a FTER then your fleet is close to that point or alrady has reached it) and thus completely overpower and forget about quad-cannons.
I've got 2 fleet-issued ships by now, the FHCR and the escort retrofit, my 3rd will be the FSVR. They're all ships bought (and that will be) without FSM discount. Even the FSVR will cost me 4 FSM despite having had the science vessel refit for about a year and half by now.
The only thing disappointing is the lack of scalability of cost.
If a ship is present in Fleet Retrofit version, and its standard retrofit is also a fleet ship, why can't its refit (if any) count for a FSM discount? Max 2 FSM would have been great, maybe even just 1 FSM discounted, but full-price just ends up feeling a rip-off, no matter how much you like (or desire) the ship.
Simply asking around ESD or DS9 would have had at least one helpful soul explain it to you. A post on the forum before would have helped too.
But posting after the fact is pointless.
While the description does not explicitly state the FTER doesn't come with the cloaking console it doesn't claim to either. The easiest way to avoid buyers remorse is to understand what your getting.

One thing I just wanted to say to you is it costs nothing to get any of the zen purchases the quad cannons not that I know why anyone would use them as hey massively reduced overall damage they will take around 12 days of dilithium refining to get them not 15 dollars
The galaxy dreadnought has one thing going for it and that is looks so I don't know what non-prescription drugs you've been smoking but maybe put them down
