I am looking to outfit my Romulan Tac with the end-game DHCs for his escort. Before I invest heavily in any weapon, I'd like to hear what people think are the 'best' plasma DHCs available right now. Adv. Fleet? Romulan Rep? Maybe something from a quest or lockbox I'm not aware of? It's ok, and perhaps, ideal, if his has additional procs or modifiers (like a hyrid, or a fun chance to X).
In looking to get the most literal bang for my proverbial buck, what do you recommend?

The important thing is the [Acc]x2. Take your pick which one you like better. The disruptor proc on the Romulan ones lowers your target's damage resistance, allowing not just you but your whole team to do more damage to it. The Fleet ones just flat out do more damage, but don't benefit the rest of your team. I feel like the Romulan ones win out because of the force multiplying aspect and the fact that your plasma burn also benefits from lowered resistance, but I have no actual tests to back it up.

The tests tend to reveal that the disruptor proc is not frequent enough to really give the Romulan Rep version the win UNLESS you are talking about a ship like a Carrier which does more of its damage via other sources rather than its guns in which case the Disruptor proc is just valuable enough to be more useful.
Have you unlocked Rom Rep Rank V? Are you in a Fleet with Tier 2 Fabricator? If the answer to one of those questions is 'No', then the other option is your best choice, because good guns now are better than debatably marginally better guns later.
