Science Ship Suggestion: Orion Marauders

So, I've been playing around with the idea of a new TYPE of ships for both Feds and KDF. I already posted these suggestions to general discussion but in hindsight, this is where they really belonged. I did get some feedback on them and modified them accordingly. Since this is the KDF Fleetyards, here is the suggestion for KDF.

Marauders: Basically Orion-made science ships designed to disable targets instead of destroying them. Sharing the squishy hulls and great maneuverability with BoP's to favor speed-tanking with shields, but without a battle cloak and a 3/3 weapon layout. And to make them a bit more KDF flavor from the fed science ships, give them Cannon: Target subsystem instead of Beams, and instead of sensor analysis, a new ability called "Stasis beam" which reduces turnrate and flight speed for 1% per stack, up to a maximum of 30% after 30 seconds. Also, a science captain flying a marauder gets a passive buff to his/her draining, disabling and detection abilities to go with the backstory of being a ship designed for piracy and marauding.
