Just give the AI an intelligence buff and a mix of skills to play with, that alone would make things more interesting, take that up to a player like level and the difficulty of the game increases with it while not buffing NPC damage.

People want the semblance of difficulty; the suspension of disbelief, if you will. They want kind of a challenge, so as to feel they accomplished something by winning, but not so much of a challenge that they start dying too often, as they'll get frustrated and rage-quit (or at least stop doing that particular mission).

The problem with Hive Elite is that it is a super-massive spike in difficulty in a game that otherwise is TRIBBLE easy, combine this with the fact that it wasn't even worth playing as the rewards were largely the same as any other STF, and you have a very hard, very easy to avoid mission that (surprise surprise) gets abandoned by 90% of the player base.
Sound familiar? It should, this is basically what happened to PvP as well.
What people want is a general increase in difficulty across the board, not one singular mission with such a huge gap between regular gameplay in terms of difficulty that it becomes unrealistic to even expect a team to play it.
