Resettle Colonist mission suggestion

How about adding a "Crit chance to acquire a common refuge DOFF" to the Resettle Colonist mission. Right now there is little reason to assign good DOFFs to the mission.

    Yes, i always find myself putting in high quality officers, just to get the extra Colonial experience to get something extra out of it.
