This was when it was stated that playable Liberated Borg were only available as a preorder and people that bought the lifetime subscription after the game launched would be screwed out of it.
You can claim the Red Matter Capacitor, and the other C-Store items (the Riv Tribble, the Constitution class ship, the Targ Pet, some versions give the Borg Eng Boff) but you will not be able to use the cards that gave game time either for your account or another person's account (I've tested that).
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.

All the collectors editions have the same basic items (red matter capacitor, the three main uniforms, an art book, and a badge). Only the Amazon preorders had the liberated borg BOFF and those are very hard to come buy. Most of the ones on Amazon are just the regular edition.

What do you mean by that last part? I bought a CE a while ago for the Red Matter Capacitor and my 1 month of subscription worked fine. You just pop the code in on your account screen.
You CANT redeem more than one though, so no buying loads of cheap boxed versions for the free month.

But depending on where you got the preorder determined which preorder items you got. Preorder items are different than the items contained within the Collector's Edition and Digital Deluxe Edition. This is why the Target Preorder is so valuable.

The guest cards that came with the collector's edition were a free trial to the game that you could give your friends. They might have expired when the game went F2P since they lost their use.
I have an unopened copy of the Amazon Collector's Edition that comes with the Liberated Borg Bridge Officer among other things collecting dust if anybody is interested in it. Amazon collectors edition is still the one to get, if you can find a copy. I got one 6 months back nice and cheap, but they wanted $40 to post it to the UK! I sent it to my fleet leader, he gave me the code and kept the box/badge :P

yeah I only got the RMC from my Amazon CE, though maybe it is different in the UK.

I am not quite certain I am following. The one officially sold by Amazon came with the Borg BOFF as a special edition. It always has and it always will.
Amazon stopped selling them some time ago. Amazon still offers STO boxed editions through third parties. The actual condition (new/used) and special preorder bonus contained in items sold through Amazon today are determined by what edition the third party seller has.
For instance, I bought the regular edition through Amazon a few months after the game was released. I received the Borg BOFFs. I bought the collector's edition from a third party through Amazon when they were unloading them for only a few dollars. I received no bonuses (because they were not branded) but I did receive all the standard collector's edition items: the uniforms (which I had already unlocked), the red matter capacitor, the badge, and the artbook.
