There needs to be something that isn't undermined by your completely unrealistic ability to hear me triggering all my attack buffs before I decloak. This is that thing. It approximates your crew being taken off guard, needing a couple of seconds to react.
Because when building the game engine the devs decided on the shields always being on in system space rather than some system where you had to power them up and turn them on.

Yeah its a bad design choice. Cloaks have two principle uses, getaway and attack. The game imposes a balance penalty on the getaway bonus by dropping shields during cloak, but it doesnt impose any kind of cost on the attack part (like, make you recharge shields) and indeed it even helps you out by giving a damage buff. Its crazy. It is surprise attack, if you are able to surprise the enemy then you dont need a buff, and if you arent able to do it then you should suffer the consequences for it. What kind of advantage does the enemy get? Game is stupid.

The "crew" are at battlestations whether they are staring at a viewscreen or not. The player/captain are always taken off guard whether there is a damage bonus or not. There is no need to pile on an already big advantage.
To counter your unrealistic ability to hear me buffing, for one thing. .
At least they can't see the stars shimmering behind you, or notice your singularity is disrupting power systems, or detect your cloak because you're emitting particles and easily shoot you down.
The ability to hear you clicking those skills is an interesting tactical layer added to the battle, and mimics a few things you see on the show/movies that would be really hard to implement into a videogame environment.
Next time don't get too close while clicking all those skills.
But for another, if not for the decloaking damage buff, it's no different from me flying up to you and attacking.

Good question. Don't get me wrong, I like the +30% decloak dmg, plus the 3x +20% extra decloak dmg from the Embassy boffs, on my Tal Shiar Adapted Destroyer; but, in all honestly, it's ridiculously OP.
And the compensation-for-no-shields argument is flawed: you decloak, do a barrage of hefty dmg; and ere the other person knows what happened, you already have your shields back up with your EPtS. I've never had a moment where I thought: "Gee, I have no shields!" And always "Gee, I'm doing a sh*tload of OP dmg on top of having a cloak already!"
The thing is, in a PvP environment where you know the enemy can cloak at any time it is stupid not to run EPtS around the clock and hovering your finger over the Tac Team Button.
So your surprise lasts exactly 0.1 seconds plus the latency it takes for the game to register my response.
If you are unlucky I run high aux power and have points in stealth detection and hit you with a BO before your shields are up.
What about your paranoia of "it's a little too quiet" and thinking that after the respawn of all players they should have reached you right about now, or when you think you are vulnerable. Run your epts back to back. If you look like a softer target than those around you, chances are you are going to be the one targeted first.
That or don't attract attention to yourself by trashtalking as much as some others, that seems to get them targeted more often too :P

Every WOW-clone that has a "sneak attack" class has to be melee, walk slowly while invisible, can't tank, or have their invisibility only last a short while like a few seconds. If WOW had a STO type "sneak attack" it would be the Ranger that could go invisible indefinitely, walk faster while invisible, and it would get a damage buff every time it "sneak attacked" at range. Yeah that's happening.
When you are cloaked you aren't doing damage. The damage boost makes up for the downtime.
Cloak is like WW2 Submarine combat, the idea is to sneak up and blow your target away before they react, but the risk is that if you get caught you are defenseless.
It seems to me that players would rather complain about cloak then actually use skills to counter cloaks and then get free kills on unshielded targets that can't use any abilities.

How about just leave it as a plain old cloak, and leave the damage bonuses freaking alone.

Cruisers can do the same thing, in fact turn rate don't mean much during a cloaking-alpha strike; you're target isn't avoiding.
This isn't a cruisers vs. escort thing. It's a right vs. wrong thing.
